Various players are indispensable in the supply of public goods for poverty alleviation. If there is insufficient social mobilization, the development of the poor will lack a sound external environment. China's poverty alleviation is based on a public consensus to eliminate unbalanced and inadequate development and improve the degree of social balance, and guided by the value of "giving everyone the opportunity to develop and contribute to society."
Considering poverty alleviation and development as the common responsibility of the whole Party and society, China has constructed a "caring society" where multiple forces and measures including special programs, industry and society organically integrate and support each other, which has roused the silent majority to participate in poverty alleviation, and promoted the sustainable development of the impoverished people.
